Do you need to apply for a licence for the transport of radioactive materials? Will you be transporting high-activity sealed sources (HASS), radioactive waste or fissionable materials, for example? This can be arranged via the ANVS online portal.

Procedure

  1. Go to the ANVS online portal.
  2. Log in with eHerkenning.
  3. Complete the transport licence application form in full.
  4. Submit the completed form.

You will receive a confirmation email from us. You can track the progress of your licence application via the ANVS portal.

Processing of your application

Once you submit your application, we have eight weeks to come to a decision. Sometimes we will require more information from you. Processing of your application will be paused until we receive this information. Once we have received it, the time starts counting towards the processing deadline again.

Effective date of transport licence

Once we have come to a decision, there is a six-week appeal period. The day after that period ends is the effective date of your licence. This is in accordance with the provisions from the Environmental Management Act, Section 20.3(1) (in Dutch).

Later effective date

It is possible to apply for a provisional ruling (in Dutch) along with the appeal. In that case, our decision and the licence will not be effective until the Council of State has ruled on the appeal.

Earlier effective date

If you can demonstrate the necessity, the ANVS can also declare your licence effective immediately. This is only possible in exceptional cases based on the Section 20.5 of the Environmental Management Act (in Dutch).

Fees

For a licence to transport Category I, II or III fissionable materials, a fee is applicable. The costs are determined based on Section 2 of the Nuclear Energy Act (Remunerations) Decree (in Dutch).

Transport of fissionable materials, ores or radioactive materials may generally take place in accordance with the international regulations on the carriage of goods. Make sure your application complies with all the requirements from the Bvser or VLG. We will assess your application to determine whether it truly isn’t possible for your transport to take place in accordance with the general regulations. We will also review whether your safety measures are sufficient to ensure the required safety levels in accordance with the general regulations for the carriage of goods.
