The Authority for Nuclear Safety and Radiation Protection (ANVS) plans to expand and renew Zeeland Refinery N.V.’s licence. The company, which is located on Luxemburgweg 1 in Nieuwdorp, will be using more radioactive sources. Renewal is also necessary to improve the licence’s clarity. Until midnight on 17 December 2025, all individuals are welcome to submit a response to this adapted licence.

Radioactive sources for safe processes

Zeeland Refinery produces fuel and other raw materials from crude oil. The refinery uses radioactive sources to monitor its operational processes and ensure that these are safe. It is asking for its licence to be renewed because it wants to continue carrying out these activities.

Naturally occurring radioactive materials precipitating onto equipment

Oil contains naturally occurring radioactive materials. These radioactive materials have accumulated on Zeeland Refinery’s equipment. The company has measured this accumulation and discovered that the amounts exceed the legal limits for radioactivity. It will need to implement measures to be able to safely continue its operational processes. This is another reason it is applying for a licence renewal.

Licence renewal for better compliance

The renewed licence is clearer than the old one. This makes it easier for the company to meet the licence’s requirements. In addition, it is easier for us to check whether they are in compliance and are handling radioactivity and radiation safely.

Responses can be submitted until 17 December 2025

You can review the draft licence (in Dutch) for Zeeland Refinery until midnight on 17 December 2025. If, after reading the draft licence, you have any comments you wish to share, you can respond with a statement of view. There are three ways to do this:

  1. By email: send an email to Postbus.Aanvragenenmelden@anvs.nl and put ‘Statement of view concerning draft licence for Zeeland Refinery’ in the subject line of your email.
  2. In writing: send a letter to the ANVS, P.O. Box 16001, 2500 BA, The Hague. Include the information that this is a ‘Statement of view concerning draft licence for Zeeland Refinery’.
  3. By telephone: call the Information Desk for Nuclear Energy Act licences at +31 88 489 05 00. We are available from Monday to Friday between 8.30 and 17.00.

We will include the statements of view and our response to them in the final licence. We will publish this licence on Publicatieplatform UitvoeringsContent (in Dutch). If you have submitted a statement of view, we will inform you of the final licence.
