Role of the ANVS
The Authority for Nuclear Safety and Radiation Protection (ANVS) processes and assesses licence applications pursuant to the Nuclear Energy Act. Our independent experts will only grant a licence if the applicant can ensure a safe situation. Mistras has shown that this is the case and that it is taking adequate precautions to protect people and the environment.
Purpose of the licence
Mistras practices industrial radiography. The company has applied for a licence to irradiate items using radioactive sources and X-ray equipment. This irradiation will take place in a bunker on Hofweg 15 in Spijkenisse and at various other locations in the Netherlands.
Mistras uses industrial radiography to evaluate the quality of certain items non-destructively. Such testing ensures that defects such as cracks or rust can be detected in time. This is especially valuable when a failure would have serious consequences. Examples include pipelines, machine parts and pressure vessels for liquids and gases. Otherwise, a leaky pipeline might go unnoticed or a crack could cause a pressure vessel to explode.

You can review the draft licence, application and other relevant documents yourself up until 6 May 2026:
1. Online via this website, on the page of the draft licence.
2. At Nissewaard town hall, Raadhuislaan 106 in Spijkenisse. Make an appointment on the website or by calling 14 0181 within the Netherlands or +31 181 69 69 69 from abroad (business days between 8.30 and 17.00 CET).
3. At the ANVS, Koningskade 4 in The Hague. Make an appointment by calling the Information Desk for Nuclear Energy Act licences on +31 88 489 0500 (business days between 8.30 and 17.00).
You can respond by submitting a statement of view:
• In writing: send a letter to the ANVS, P.O. Box 16001, 2500 BA, The Hague with ‘Statement of view concerning draft licence for Mistras’ written on the envelope.
• By email: send an email to postbus.aanvragenenmelden@anvs.nl with ‘Statement of view concerning draft licence for Mistras’ as the subject.
• By phone: call the Information Desk for Nuclear Energy Act licences on +31 88 489 0500 (business days between 8.30 and 17.00).
Follow-up
The deadline for responses is 6 May 2026. After that, we read all the statements of view and decide whether to adapt the licence. Then we grant the final licence. This will be announced on the Publicatieplatform UitvoeringsContent at puc.overheid.nl/anvs (in Dutch). Our response to the statements of view can also be found here.
