Wagenborg has applied for a licence under the Nuclear Energy Act. The draft licence can be viewed by everyone up until 24 June 2026 and can respond to this by submitting a statement of view (public participation response).

Role of the ANVS
The Authority for Nuclear Safety and Radiation Protection (ANVS) independently administers and assesses licence applications under the Nuclear Energy Act, only issuing licences to applicants who can ensure a safe situation. Wagenborg has shown that this is the case and that it is taking appropriate measures for the protection of people and the environment.
Purpose of the licence
Wagenborg is involved in demolition and refurbishment activities on platforms, particularly in the oil and gas industry. The company wants to expand these activities and has applied for a licence for this purpose. Wagenborg wants to receive and dismantle platforms contaminated with naturally occurring radionuclides (NORM) on its own sites.
The requested activities will take place at the following locations of Wagenborg:
• ‘Eemshaven’ location, situated at Eemshavenweg 9 in Eemshaven
• ‘Delfzijl’ location, situated at Handelskade Oost 21 in Delfzijl
• ‘KNS’ location, situated at Visserijweg 5 in Farmsum

You can view the draft licence, the application and other relevant documents until 24 June 2026:
1. On this website, on the draft licence page (in Dutch).
2. At the municipalities of Het Hogeland (Eemshaven) and Eemsdelta (Delfzijl and Farmsum), with respective visiting addresses: Hoofdstraat-West 1 in Uithuizen and Wilhelminaweg 14 in Appingedam. To this end, you can make an appointment via +31 88 345 88 88, gemeente@hethogeland.nl or +31 596 639 000, gemeente@eemsdelta.nl.
3. At the ANVS at Koningskade 4, The Hague. Make an appointment for this via the Information Desk for Nuclear Energy Act licences, which can be contacted on (088) 489 05 00 on business days between 8:30 a.m. and 5:00 p.m.
You can respond by submitting a statement of view:
• In writing: send a letter to the ANVS, P.O. Box 16001, 2500 BA, The Hague. Include the information that this is a ‘Statement of view concerning Wagenborg draft licence’ on the envelope.
• By email: via postbus.aanvragenenmelden@anvs.nl and put ‘Statement of view concerning Wagenborg draft licence’ in the subject line of your email.
• By telephone: call the Information Desk for Nuclear Energy Act licences on +31 88 489 05 00 on business days between 8.30 a.m. and 5.00 p.m.
Next steps
Responses may be submitted until 24 June 2026. We will subsequently read the statements of view and assess whether we need to amend the licence. Afterwards, we will grant a final licence, which will be announced on the government’s platform for executive agency publications at puc.overheid.nl/anvs. Our response to the statements of view we received is available here as well.
