Purpose of the licence

Mistras is engaged in industrial radiography. The company has applied for a change of licence in order to store more radioactive sources and X-ray equipment at its own premises at Hofweg 15 in Spijkenisse. Radioactive sources and X-ray equipment are used to irradiate objects at various locations in the Netherlands and in the Dutch sector of the continental shelf.

With industrial radiography, Mistras is able to inspect the quality of objects without damaging them, thereby enabling timely detection of deviations such as cracks or rust. This is especially important when the consequences are severe if an object fails because its quality no longer meets the required standards. Examples include pipelines, machine components, and pressure vessels for liquids and gases. A pipeline, for instance, may start leaking unnoticed, or a pressure vessel may rupture.

Appeals possible until 8 July 2026

If you wish to object to the licence, you can appeal to the Administrative Jurisdiction Division of the Council of State until 8 July 2026. You may submit an appeal under three conditions. To submit an appeal, you must be an interested party directly affected by the licence. Additionally, you can submit an appeal if you previously submitted a statement of view for the draft licence. If you did not submit a statement of view previously, but cannot be reasonably held accountable for failing to do so, you may also submit an appeal.

Role of the ANVS

The Authority for Nuclear Safety and Radiation Protection (ANVS) administers and assesses licencing applications based on the Nuclear Energy Act. We will only grant a licence if the applicant can ensure a safe situation. Mistras has shown that this is the case and that it is taking appropriate measures for the protection of people and the environment.
