Nuclear facility licensees continuously monitor safety at their facilities. In addition, they perform a thorough self-evaluation every ten years. This is referred to as the ten-year evaluation (10EVA). The Authority for Nuclear Safety and Radiation Protection (ANVS) has now revised our guidance for this evaluation and finalised the new version.
Continuous improvement of nuclear safety
During a 10EVA, the licensee investigates opportunities for the improvement of nuclear safety. We assess their approach and the results of the evaluation. The guidance clarifies our expectations regarding the process and the associated documents. It also explains how we will assess the evaluation.
Licensees are not obliged to follow the guidance in every detail. They can also choose to adopt an alternative approach. However, they will need to substantiate their approach’s ability to ensure an equal degree of safety improvement.
Consultation to be included as standard in 10EVA
One big change is that the basic evaluation document and concluding summary report will be made available for consultation from now on. Where possible, we can take the responses into account in our assessment of these documents. The legal framework for the 10EVA will remain definitive.
In the draft version, this consultation only applied for operational nuclear reactors. Responses received during the online consultation process inspired us to revisit this decision. In the final version of the guidance, the consultation applies for all nuclear facilities.
We also revised and clarified various other aspects of the guidance. For example, the sections on security and references to Dutch legislation were updated. We also included a clearer description of when the first 10EVA takes place.
Responses assessed and addressed if needed
The draft guidance was available for consultation (Dutch) from 14 November to 12 December 2025. The responses received were taken into account. consultation report; (Dutch) summarises these responses, our replies and how we addressed them.
