The ANVS is taking part in the international assessment of the preliminary design of the NUWARD small modular reactor (SMR). NUWARD is an SMR developed by the French company EDF. These kinds of reactors are smaller than conventional nuclear reactors and are therefore easier to integrate into the surrounding area. The ANVS is learning about this new type of nuclear reactor, together with seven other European regulators.

European collaboration to gain knowledge and experience

The development of SMRs is in full swing, but none have been built in Europe yet. That is why regulators want to gain experience in assessing these new designs, which have to meet the same strict safety standards as conventional nuclear power plants.

The ANVS, together with five other European regulators, assessed a select number of aspects of NUWARD’s preliminary design in 2024 and 2025. Other participants in the joint early review include the following regulators: STUK (Finland), ASNR (France), PAA (Poland), SÙJB (Czech Republic) and SSM (Sweden). The work built on an earlier phase carried out by SÙJB, STUK and ASNR. 

The next and third phase of the assessment begins in 2026. This international collaboration enables us to apply Dutch frameworks to an SMR and exchange technical knowledge with our European colleagues. The Belgian regulator (FANC) is also participating in the assessment, while the Italian regulator, ISIN, is acting as an observer.

Smaller and suitable for different deployments

SMRs are smaller than conventional nuclear reactors and use innovative technologies and design principles that differ in some respects. Various SMRs are constructed from separate components manufactured in a factory. Those components can subsequently be put together on the site of the future SMR. The idea is that this makes it easier and quicker to build SMRs in different locations, such as industrial estates, where they could supply electricity or heating.

Preparations for future SMR applications

The collaboration for NUWARD’s preliminary design is in keeping with the ANVS’ aim to be prepared for the future. Broad international collaboration is enabling us to enhance our own expertise and prepare for future licence applications for the construction of SMRs in the Netherlands.
